It think the goal is to move the "ellitism" or high ranks so they can go off and play together or at least group together so people just starting don't feel the very cold shoulder.
But based on the amount of feedback against this and support, it might cause the problem to be different instead of solving it.
So I retract my /signed and go to abstain.

Well I guess people aren't thinking of the same system as me =\
I'm terrible at explaining things, but it would go something like this. You would have your home districts, your international districts, and your ranked districts. Home districts and international districts remain and have absolutely no rank restrictions. The ranked districts are specifically for forming parties with at least a certain rank. That way a guild team could just meet up in the home districts, which is what they would default to, or the int districts if they're not all from the same territory.
I was thinking more of an "add the districts" system, not "replace the districts."
Ah well, what can you do eh? Personally I'd rather see an Auction House before this. But that's another debate for another thread :P

So, the elitism where unranked people are not allowed in the high ranked districts is worse than when they can't even get a group at all? Were you planning to play with rank 9s anyway? No, you weren't. This won't change elitism, it will only give players a chance to be able to find people of their same experience level more quickly than they can now.

I'm R4, but I always end up getting smuggled into R6 and R9 groups by friends. Already since adding the ability to show titles I've lost the ability to bluff my rank as nearly 6 or other people. I am not going to agree.

bad idea. Iway is a perfect example of people who have gained their ranks this way... and because of this, they're still useless at playing GW.

This is the BIGGEST flaw between rank and personal experience, and Anet have yet to see this. You must have no idea how much crap people of higher ranks give to the lowers, that's why I would rather listen to random insults in RA than go there, people are just rude beyond comparison.
It is a flaw because people of the same experience are NOT relative to the rank that they have. Ive seen battles where R9 players tell the group what to do, then go out (because he brought an Iway build) and die, and then blame the rest of us, using his rank to defend himself. Coupling groups with their own ranks will just equal further exploitation of their ranks "I'm R6 AND I have access to the R6 district, you dont, so you suck... noob" (btw, I hate noobcallers, but that's irrelevant)

That's far from the point. The objective for an unranked player is to get into a group... period. This way, if they run badly, they would ideally get tips on how to improve, instead of getting booted at first sight.
We already have titles that show your rank, no need to cause deliberate separation.

It's just flat out stupid because I do not do HoH much and if I were to go in with and Alliance or my guild and they all have a higher rank than me, then I'm out. Also it'd suck if you wanted to HoH with a friend and you guys can't be together.

I could care less about IWAY, it's the players that got rank playing nothing but that (or any other cookiecut gimmick) and are utterly incompetent at anything but a TF warrior that I don'd like =/

A better idea would be to add "retarded builds districts" so all the iway, vimway, b-spike, r-spike, bunny thump players could find playmates a lot easier. They would be spared of constant ridicule and people who dont' play retarded builds would have much more enjoyable districts without "LF R9+ IWAY WARR, EMOTE UNDER BRIDGE" and the like.

anyway, on subject, Even though I'm not r9, my guild plays with a lot of r9 people that we wouldn't have met if there was seperate districts for each rank. so /notsigned.
